Binance Tightens Brazil Crypto Transfers From Nov. 1 With Mandatory New Checks
Binance is implementing mandatory checks for Brazilian users conducting international cryptocurrency transactions starting November 1, 2026, requiring details on trade purpose and counterparties to comply with new regulations.
Binance is introducing mandatory checks for Brazilian users engaging in cryptocurrency trades with foreign counterparts. Taking effect on Nov. 1, 2026, these updated protocols mandate the submission of details regarding the trade’s purpose, the counterparty, and any existing relationship between the parties involved for specific international crypto transactions.
These adjustments stem from Resolution BCB No. 521/2025, which integrates specific virtual-asset services into the Brazilian foreign exchange framework. The requirements impact both individual and corporate clients utilizing Binance in Brazil for transactions involving nonresidents, whereas domestic transfers between Brazilian residents remain exempt from the new measures.
Binance Brazil Users Face New International Transfer Checks
Clients initiating international transfers must complete a preliminary questionnaire. Binance notes that users will be asked to identify whether their counterparty is an individual, corporate entity, bank, exchange, investment fund, charity, or another classification. Furthermore, corporate clients may be required to disclose if the counterparty belongs to the same economic group.

The available transfer categories depend on the transaction volume. For amounts up to $50,000, users choose from 10 designated purposes, while transactions exceeding $50,000 offer a selection of 96 purposes. Users must accurately declare the underlying reason for the movement of funds, as Binance is obligated to forward this data to the Central Bank of Brazil.
International deposit requests may be placed on pending status until supplementary details are supplied. In certain instances where requested information is omitted, Binance may return the funds to the investor. Meanwhile, API users are accommodated but must update their API endpoints to incorporate the newly mandated regulatory fields.

Cross-border transfers executed between accounts held by the same customer in a foreign currency are classified as international transfers. In such cases, the customer acts as their own counterparty and must confirm unified ownership of the participating accounts.
Self-Custody and Transfer Limits Get Separate Treatment
Transactions directed to the customer’s own self-hosted wallets receive distinct handling. Binance specifies that while a transfer purpose is not necessary for these transactions, identity verification is still required. These movements will subsequently be reported to regulators in alignment with applicable regulatory definitions.
An additional restriction applies if a foreign counterparty lacks authorization to operate within Brazil’s foreign exchange market. Pursuant to Resolution BCB No. 277, virtual asset service providers are restricted to transactions or payments up to the equivalent of $100,000 when interacting with foreign entities that cannot conduct business in Brazil’s foreign exchange market. This rule does not constitute a universal cap on all cross-border virtual asset activity.
